Authorities have clear video images of two separate suspects in the Boston Marathon bombings carrying black bags at each explosion site and are planning to release the images today in an appeal for the public’s help in identifying the men, according to an official briefed on the case.

The official said that the two suspects were seen separately on videotape — one at each of the two bombing sites, which are located about a block apart.

The official, who spoke this morning on the condition of anonymity, said the best video has come from surveillance cameras on the same side of Boylston Street as the explosions. The official said the widely reported Lord Taylor surveillance camera, and snapshots from individual cell phone camera users, have not provided the clearest images.

It was unclear why authorities did not publicize images of the unidentified suspects yesterday. President Obama is visiting Boston today, and the timing of a law enforcement briefing remained unclear.

The gun amendments need 60 votes to pass. But why?

imagesThe Senate will begin voting Wednesday afternoon on nine proposed amendments to President Obama’s gun control bill — all of which will need at least 60 votes to be added to the overall legislation. That high bar seems certain to doom a high profile and bipartisan effort to expand background checks with even the architects of the amendment acknowledging Wednesday morning that the votes simply weren’t there. But, why does the background check amendment — and the other eight amendments that will be offered — need 60 votes rather than a simple majority? The answer is a combination of Senate procedure and the complex politics of guns.  Let’s start with Senate procedure. There are a couple of ways senators can introduce amendments to existing bills. One is to introduce them one at a time. An Amendment is brought to the floor and debate begins. But, to end debate, on even one amendment, requires 60 votes — a process known as invoking cloture. Rallying 60 Senators to any cause is very difficult in such a polarized body. And even if cloture is invoked on an amendment, there can be up to 30 hours of debate on it. That’s a time consuming process for one amendment – let alone nine, which is what the Senate is considering beginning today. Given that, another route is to require a 60-vote threshold on the final vote for each individual amendment rather than to end debate on each measure. Instead of drawing the process out over days or weeks, the votes then can be taken in quick succession. The latter scenario is the path Senate Majority Leader Harry Reid Nev. chose to take. He asked for the Senate’s unanimous consent to require 60 votes for each of the nine amendments. Since no senators objected, that’s where the bar is set. So, why didn’t Reid try to get the unanimous consent agreement to set all amendment votes at a 51-vote threshold? Because to do that would have opened the bill up to the very likely possibility that amendments favored by gun rights advocates would be added to it. One, for example, would allow gun owners who receive a state-issued permit to carry a concealed weapon to take that weapon into other states that issue such permits. By agreeing to a 60-vote threshold on all the amendments, gun control advocates have made passage more difficult for the amendments that, in their view, would weaken or, more likely, kill the larger bill. What Reid was trying to do then was to thread a very fine needle by a keeping OPEN the possibility that expanding background checks might make it into the bill while b keeping amendments that would have doomed the bill out of it. In the end, it was too difficult a task.

Conflicting reports on Boston marathon suspect arrest

A suspect in the Boston Marathon bombings was taken into custody Wednesday a law enforcement official briefed on the investigation said Wednesday, but there have been conflicting reports of an arrest actually having happened.

The official spoke shortly after several media outlets reported that a suspect had been identified from surveillance video taken at a Lord & Taylor store between the sites of the two bomb blasts, which killed three people and wounded more than 170.

The official was not authorized to divulge details of the investigation and spoke to The Associated Press on condition of anonymity. The suspect was expected at a Boston courthouse under heavy security, the official said.

A news briefing was scheduled later Wednesday.

Law enforcement agencies had earlier pleaded for the public to come forward with photos, videos or any information that might help them solve the twin bombings. Police also gathered surveillance video from businesses around the finish line.

The bombs were made from ordinary kitchen pressure cookers packed with explosives, nails and ball bearings to inflict maximum carnage, investigators and others close to the case said. But the FBI said nobody had claimed responsibility.

Investigators in white jumpsuits had fanned out across the streets, rooftops and awnings around the blast site in search of clues on Wednesday.

In blow to gun control backers, background check compromise falls 6 votes short

Despite an impassioned push by President Barack Obama and an emotional lobbying effort by the families of mass shooting victims, proponents of a compromise measure to expand gun background checks on Wednesday fell six votes short of passage in the Senate. The vote on the amendment was 54 to 46. Sixty votes were needed for the amendment to be adopted. Sen. Dianne Feinstein pushes for an assault weapons ban in the U.S. while speaking on the Senate floor Wednesday. The deal was the result of a deal struck between Republican Pat Toomey of Pennsylvania and Democrat Joe Manchin of West Virginia. It would have extended existing background check rules to gun sales made online and at gun shows.As the bill was defeated, Patricia Maisch — a survivor of the Tuscon shooting that targeted former congresswoman Gabby Giffords — yelled “Shame on you!” from the Senate gallery.

Initial tests show ricin in letter to Obama

Federal authorities are investigating a letter containing a “suspicious substance” that was addressed to President Obama, the agency confirmed Wednesday, and at least four U.S. senators also reported receiving suspicious mail. FBI spokesman Paul Bresson said preliminary tests on the letter to Obama showed evidence of ricin, a powerful toxin that is generally considered to be ineffective as a weapon for mass terrorism.The letter was sent to Obama on Tuesday, and was intercepted at the White House mail screening facility, according to Secret Service spokesman Brian Leary.The screening facility is a remote facility, not located near the White House complex, Leary said. The revelation of the suspicious letter to Obama comes less than 24 hours after U.S. Capitol Police confirmed it was investigating a letter addressed to Sen. Roger Wicker, R-Miss., that tested positive for the poison ricin in a preliminary examination.Obama was briefed on the suspicious letters Tuesday night and again Wednesday morning, said White House press secretary Jay Carney.The FBI says there is no indication that the suspicious letters are connected to this week’s twin bombings at the Boston Marathon. Carney cautioned that Americans shouldn’t jump to any conclusions.”Before we speculate or make connections that we don’t know…we need to get the facts,” Carney said.
